EIN Programme and Finances Manager

Established in December 2016, the European Implementation Network (EIN) is Europe’s leading civil society organisation advocating for the full and timely implementation of the judgments of the European Court of Human Rights.

EIN is a Strasbourg-based organisation comprised of 41 individual and institutional members across 25 states. It is governed by a board which is elected by its members. Our mission is to build and strengthen the ability of civil society to advocate for better implementation of ECtHR judgments; to act as a platform for civil society advocacy to promote ECtHR implementation; and to support more robust structures that facilitate implementation both nationally and at the Council of Europe (CoE). EIN carries out a range of activities to fulfil this mission, including providing legal guidance to civil society from across Europe, organising capacity-building events, publishing reports, convening advocacy events, and carrying out communication and outreach activities.

EIN supports the implementation of all ECtHR judgments. Its work with civil society has led to the quadrupling of the annual level of civil society engagement in the ECtHR implementation monitoring process in Europe. EIN’s advocacy at the Council of Europe has made the work of the organisation more transparent; whereas its advocacy with the European Union has led the European Commission to take into account the non-implementation of ECtHR judgments in its annual rule of law reports.


What we offer

Contract Type: Indefinite duration (subject to successful completion of a six-month probation period); full time (35 hours/week).

Location: Strasbourg, France (office located at the heart of the European quarter of the city).

Starting date: 1 October 2024 at the latest

Salary: Between €3,700 per month gross (€44,400 per annum) and €3,993 per month gross (€47,916 per annum), depending on qualifications and experience.

Remote working: EIN has a remote working policy of two days per week on an ongoing basis, as well as an allowance of one month per year to work remotely outside of Strasbourg (in periods when this does not affect our ongoing work).


The role

As a Programme and Finances Manager, you will be reporting to the EIN Director. You will be responsible for

  • Ensuring the financial management of all EIN core activities and projects, in coordination with the external accountant and auditor, and the EIN Treasurer. The relevant tasks include: drafting annual organisational budgets; preparing monthly balances and cash flows; establishing project budgets; and drafting financial reports to the EIN core and project funders.

  • Assisting the EIN Director in the development of new projects/tenders/fundraising initiatives, with a strong focus on the financial aspects thereof (responsibility for the development of project-specific budgets).

  • Managing the organisation of core EIN activities (in particular the EIN governance meetings, as well as training and advocacy events, with a focus on the administrative preparation thereof), under the supervision of the EIN Director and in coordination with other EIN team members.

  • Participating in EIN governance meetings as well as in advocacy and project events and ensuring their follow-up (minutes-taking, assessment of feedback forms, preparation of financial balances).

  • Ensuring the day-to-day financial and administrative management of the association. This includes contacts with the bank and tax office, as needed, the preparation of contracts for experts/third parties, the setting up of payments to service providers and to staff members, the filing of all incoming invoices, and the booking of travels for team members.

  • Supporting the communication activities of the association, notably by contributing to the preparation of the annual activity report as far as the activities linked to this role are concerned, and, when necessary, by updating the website and publishing social media posts.

The position will require modest amounts of international travel.


Essential Experience

At a minimum, the successful candidate must:

  • Have a university bachelor’s degree or other equivalent qualification.

  • Have a minimum of 6 years of relevant professional experience in the financial management of an organisation and in the development and management of multistakeholder projects (including the management of budgets).

  • Have knowledge of Quickbooks or a similar accountancy tool.

  • Have demonstrable experience in organising the administrative/ logistics-related aspects of multilateral events (such as general assemblies, board meetings, conferences, roundtables and study visits).

  • Have a very strong knowledge of written and spoken English.

  • Have sound computer skills and a very good command of Microsoft Excel.

  • Have a strong commitment to securing full implementation of ECtHR judgments, an understanding of the essential role that NGOs should play in the implementation process, and the drive to greatly increase the scale and effectiveness of their contribution.

Candidates must also have the right to live and work in France.

Desirable Experience

The following would be an asset:

  • Master’s degree in international affairs, project management or finances.

  • Basic knowledge of French accountancy and of the French tax system.

  • Relevant experience acquired in the field of human rights, rule of law and democracy.

  • Experience of fundraising, particularly in the NGO sector.

  • Working knowledge of French.

Competencies

We will expect the successful candidate to be able to:

Programme management: Plan the financial aspect of projects effectively. Co-ordinate activities, resources, and plans in order to complete projects to agreed timescale. Contribute to keeping key stakeholders informed and effectively communicating project outcomes. Contribute to the evaluation of project planning and implementation.

Financial management. Ensure that: financial resources are managed efficiently, in accordance with the systems and procedures in place; expenditure is continually monitored with a view to securing best value for money and prompt corrective action, where needed; and that reports of performance against budget are accurate and timely.

Administrative management: Take the lead in organising and following up on governance and advocacy/ training-related activities, in particular: prepare draft governance documents and advocacy/ training events’ agendas; book meeting venues and accommodation for participants to such events in a timely manner; ensure rigorous follow-up to governance meetings and advocacy/training events (e.g. through the preparation of minutes, assessment of evaluation forms, and payment of experts’ fees). Furthermore, ensure the smooth day-to-day financial and administrative management of the association (including efficiently and timely liaising with banks, tax authorities and EIN service providers, carrying out financial transactions, filing incoming invoices, updating the online accountancy tools, etc).

Personal organisation: Efficiently manage own resources – own time, energy, knowledge and understanding and physical and mental skills – in order to meet the requirements of the job; agree achievable objectives for self and give a consistent and stable performance; prioritise objectives and schedules work to make best use of time and resources. Develop self to improve own performance.
